Professional Experience
With over 25 years of experience in law enforcement, Fran joins the firm with decades of expertise in criminal investigations, interview/interrogation, traffic law, law enforcement policy and procedures, and a myriad of related topics within the public safety profession. Fran most recently served as a Captain with the New Jersey State Police, retiring in 2021. During his career with the NJSP, he served as a uniformed trooper and detective, responsible for investigating a variety of crimes, to include homicide, assaults, theft, and fraud. Toward the latter part of his career, Fran earned the rank of Captain and was responsible for overseeing a crime and intelligence bureaus which conducted long term and complex investigations.
As a Bureau Chief with the NJSP, Fran commanded teams of specialized detectives focusing on the reduction of violent crime, illegal narcotics, major theft, and motor vehicle-related crime throughout the State of New Jersey. He was identified as a subject-matter-expert within the field of criminal intelligence and was called upon to serve as the board chair of a national criminal intelligence organization and present at professional conferences across the nation.
Fran is a veteran. He served honorably as a non-commissioned officer with the United States Air Force and New Jersey Air National Guard and recently returned to service as a contractor teaching USAF personnel at the USAF Air Advisor Academy in “Use of Force”, “De-escalation of Conflict”, and several other topics.
Fran is also an adjunct professor at Rutgers University and Rowan College of South Jersey teaching classes within the criminal justice and political science programs.
Fran enjoys staying active and maintaining physical fitness. When able, he likes to compete in triathlons, distance running events, and training others as a CrossFit Level 1 Trainer.
Academics
Francis McGovern Jr. (Fran) earned his undergraduate degree from Rutgers University-Camden and a master’s degree in Public Administration (MPA) from the University of Pennsylvania. Fran has continued his education with doctoral studies in Public Affairs from Rutgers University-Camden, focusing on public policy and advanced statistics.
